My intention was to then use machine translation to give people with no Japanese skills the option to play untranslated games with a low quality translation if they wanted. Unfortunately when you combine the inaccuracy of OCR with the language used in old games and the abysmal state of MT the results are often useless. not true anymore, google does quite a great job for such a weird language, i've beat and understood a few PC and PC98 games with no problem using ITH.

capture2text seems to have trouble with pixels, but with the right filter it's not so bad (pic related, nearly all characters were recognized with the filter 3xBr - v 3.4 for SSF).

So such a program or just a simple feature for capture2text would be very useful.

And, of course, if you go in and clean up the OCRd text will it translate better. capture2text doesn't OCR or translate anything. It's all done with tesseract and google translate. As for the thread, I've recently replayed and finally finished Goemon Ganbare 2 fo sfc some 24 years after initially playing it, and was surprised there was no english translation. It's not a problem for 2 as it's extremely straightforward, but 3 is way text heavier (and even 4 can be a chore); so I'd say any of these

What's even weirder is mistaking the character combination of 何年 with 何羊. This is exactly the kind of thing I'm talking about when I use the word abysmal. You don't combine your own knowledge with OCR you just correct its mistakes. Then you should do things that might put you in contact with people looking for a translator. Such as spending time on /vr/. Because there have been a lot of threads asking for help translating some simple text where the results are just wild guesses assisted by google translate. Assuming all the good translations were you, you're missing 90+% of your opportunities to network with people looking for your skills.
You should also read up on how modern collaboration, crowd sourcing, etc work. Your part of any project doesn't need anyone. You've already translated a few games so where is that translation? Why can't someone looking to translate a game not find it? Probably because someone looking to translate game X isn't going have any success googeling "random anon on /vr/ who claims he translated a few games" and maybe finding an archived thread.
