Don't know about the best (Jr. Pac-Man probably), but the worst has to be either Pac & Pal (Pac-Man & Chomp-Chomp) or Super Pac-Man.
They both suck hard, and are beloved by none.

Jumping Ghosts are more pressure heavy than regular ghosts, they can block your path often.
The fast ghosts are far more aggressive than Blinky ever was and with power pellets having shorter time period with each round, they become troublesome, specially in the last levels.
