These. Soul Reaver suffers a little just by comparison to like the DC version but Vagrant Story looks great by any standard really. I haven't seen it with PGXP. Or Soul Reaver either now that I think of it. I'm sure the DC version still looks better,

The PC version can give a pretty good impression of what Soul Reaver looks like without PS1 texture wobbling if you turn off texture filtering, it looks really nice and gritty even in high resolutions. Shame it's kind of a shit port otherwise though.

The backgrounds are akin to skyboxes on many 3D games.
The game is still mainly 3D and has probably the best 3D character animation on the Saturn.

also, take a closer look at the world. almost every single object excepting NiGHTS, the palace, and the captures are made from 2D sprites. the game is VERY optimized for the saturn hardware

It's still not a full 2D game, plenty of games mixed sprites with polygons and/or pre-rendered stuff back then. Even if you like NiGHTS it's not what OP is looking for.

Vagrant Story, Dino Crisis 1, Bloody Roar 2 and R-Type Delta come to mind. BR2 and R-Type are both fixed to a 2D plane but use character models and environments.
