I just looked into it a little bit more. I knew from years back it was strangely made by Western devs despite being only released in Japan. Turns out it was made by none other than Toys for Bob using the engine from Unholy War. Apparently they approached Bandai offering to produce a game for them and Bandai contracted them without specifically telling them what IP the license was to be and then on top of that they faxed them reams and reams of info on every one of the characters in Japanese which no one on their staff could read to the point they eventually turned off their fax machine. I guess there's some podcast or youtube interview where they talk about it.
