I'd guess they wanted the SNES games to stand out from the NES library and they went for an standarized horizontal design; then they just kept it going for the N64 since it was by then a signature.

In Japan they used to allow either vertical or horizontal designs for SF games at least

interesting tidbit: balloon kid wasn't released in Japan, but the colorized version balloon fight gb was released there, and nowhere else. Also, there's an official famicom game called "Hello Kitty World" that is a straight copy of Balloon Kid, just with Sanrio characters.

With Zelda games they used to outsource promo and box art to animation studios until around Ocarina of Time. Seems like a pretty common composition concept, It's probably just a coincidence.

Reminds me of Terranigma though in that one the illustration is actually depicting a location in the game and it's not just a cool stylization thing

I don't pretend to argue that you are wrong, since I don't know that much about how coverart is made for games. You might be right about Zelda, and I'd have no issue with that. I just feel like with these boxarts, especially the ones for Mario Land 2 and Balloon Fight GB, that it looks as if one person did both of them, and I'd love to find out who it was, if that's possible.

I find it interesting that you say it is not an isolated style either, I've not seen other works like it. I'll have to look for more.

There's little confirmation about it; either he's super versatile (which could very well be the case) or he actually didn't make some of the stuff that's usually attributed to him: i.e. almost every Mario cover artwork plus a couple of Zeldas and other ton of stuff as a Google image search shows
