Quality-wise, the Genesis ofcourse. It had a built in Yamaha synthesizer. The SNES relied on low quality samples of synthesizers and other instruments.
Also, nobody makes SNES "chiptune", but plenty of FM synth for the Genesis is still being made. Sega won in the long run.

The music of Toe Jam & Earl and Earthworm Jim was made with it. Tommy Tallarico said it was great because you could hook up your MIDI keyboard or Cubase ST to your Genesis to compose with it, instead of having fiddle with trackers or a DSL like MML.
The main reason why Genesis games using GEMS had bad music is because most people sucks at programming FM synths and they relied on shitty presets.

The Genesis is an electric guitar. It's a versatile, distinctive, and great-sounding instrument, unbeatable at the type of music it's designed for. Uhh except since it’s a sample it’ll never be as sharp as the real thing since quality is lost in the resampling (particularly on a low memory system like SNES)? Also the SNES is very limited on how you can modify the sound of a sample. You can’t adjust its timbre on the fly for example. Hence it will never match a real-time synth.

The MPC is analogue. Theres a damn good reason modern studios still keep around akai & emu samplers as well as digital. No digital plugin has got close to how good a decent analogue sampler sounds to this day.

Sega pulled support for it when they released the Saturn. I was really into SNES around 1995-96, and Genesis was not getting big releases anymore, while SNES was getting some of its best games. SNES is way, way easier and overall more flexible. The downside is that you have only 64kB of sound RAM to work with, which is appallingly small for storing all of the samples you need in a tune.
Genesis has one clear advantage: because it's an actual synth chip, you can get more dynamic timbres that change over time and the lot, and it's a lot crisper than the SNES's low-quality 4-bit ADPCM (16-bit output range) samples. Tones that needed to be held for an extended period of time were much, much better off on Genesis.

that's not even close to being remotely true. what a load of nonsense. the spc700 is technically superior over the YM chip in every single way. only sad sega fanboys can't see this. the spc could generate its own effects on samples in real time using its own CPU without having the SNES to wait for it. it could play back a few hundred kb of adpcm compressed 16bit samples from 64kb of ram. sega could only dream of that. they had nothing that came close to it for home use, not until sega cd/32x arrived.

megadrive is a poor man's version of their early arcade system boards from the mid 80s, minus the ram, extra graphical abilities, cheap ym chip, etc. ;)

Shame Sega had to fuck it up and not include hardware ADPCM support on the Saturn. Which means that sound effects on Saturn usually have to be up-pitched to make them smaller so they can fit into the sound RAM.

Sega also fucked up the Genesis' PCM sound support. They didn't implement proper interrupt support, which is the reason voice samples on Genesis usually sound like shit. The only way around it is to use pretty much to use all of the Z80 co-processors power for processing voices, which is inefficient.

Dreamcast was finally when Sega finally managed to implement a sound chip 100% perfectly.

I think it's worth mentioning that in theory, you can recreate any possible sound with an FM synth, like what Genesis has. As long as you tune the FM parameters sufficiently (though Genesis is limited to 4 operators which is a definitely a reasonable amount but not big compared to a true professional chip).

But therein lies the problem. An FM synth gives the composer an incredible amount of control, for better or for worse. Badly set instrument parameters will sound like shit. Like robot farts, even. While well set parameters will produce good recreations of instruments. It's easier to tune the parameters right to reproduce certain instruments - electric guitar is a given, but more natural sounds like windpipes are trickier.

The SNES's sound chip tried to make the process a lot easier. Just record a real instrument, turn it into a sample, and play it back at different pitches, throw in some reverb too. It's undoubtedly "more advanced" technology, but it comes with some drawbacks. The samples are memory limited, which means they can sound muffled and fuzzy. Also, the instrument parameters can't be greatly modified on the fly since the instrument sound is 'baked' into the sample. By contrast, a well parametered FM instrument will always be as clear and sharp as the real thing.

If you keep up with aeronautics, it's like this: Genesis is Boeing and SNES is Airbus. Airbus plane controls use "more advanced" technology - fly by wire controls - where pilots don't control the plane, they just input 'suggestions' into the autopilot. It means it's harder to fuck up, since the plane's computer keeps things under control. But in case of emergency, a pilots abilities can't really shine. Meanwhile Boeing gives pilots full control - they can fuck up hard, but they can also pull amazing maneuvers off that can't be done on the competition.

Anyone that's worked with music trackers knows that the snes's sample limit of 64k with 4bit ADPCM is not a daunting number. That's similar to 128k worth of 8bit PCM, albeit lossy. You can make solid-sounding music in far less space.The only reason for a SNES game to sound muffled is if the developer opts to treat their melodic instruments like drums rather than wavetables, which utterly neuters the clarity and diversity of said sample. Even worse if they try to win back said diversity using multiple samples, which I'm sure they often did. This presents a fairly low skill ceiling for getting a certain instrument to sound, but a much higher one for making it sound correct and clean without eating the sample memory.

tl;dr a singular pitfall is responsible for the bulk of snes games sounding muffled, but someone that knows how to do it the right way will not have that problem.
