I'd say he is as far as he's a character there for diversity in design (both aesthetic and in gameplay) in order to attract a few more niche audiences.

What I mean by this is that a roster full of characters similar to Dhalsim (visually and mechanically) would put off normies (biggest market share), but his presence alongside other more universally appealing characters (think shotos) spices things up.
