It's in the fucking dentition of bootleg, if it didn't have permission to be sold then it was a bootleg. Nintendo restricted the supply of licensed games to dealers who sold unlicensed games.
i.e. they disproved of unlicensed games being sold. Even though wisdom tree didn't sell their games in game stores, nintendo didn't like their carts to be sold anywhere. i.e. disapproval.

I've never actually seen a real PS1 bootleg CD that worked. Unless you count things like boot CDs where you swap a game for a burned copy. I think the self-booting PS1 CDs come from Russia, they are stamped CDs, not burned. Stamps use micro indentations in the CD while burned CDs use inks.
