Yes it's legitimately good.

They tried a few new mechanics with the classic turn-based battle system and it worked. The overworld plays just like Earthbound. The ridiculous story is very entertaining and humorous, especially if you watched basketball in the 90's. And it's actually challenging.

I'd venture to say that the creator was interested in making a legitimately good JRPG, but knew he had to do something completely different with the story to make his effort worthwhile and marketable. In the end you get a story that's more entertaining than yet another rehash of androgynous emo faggots rising up against the evil empire.
