It's a myth that your roads get destroyed in SC2000 because you don't have the funds to maintain them. They get destroyed because the Transit Authority guy starts ripping the asphalt out of the ground when he's angry

Jesus, now I know why they made him say that. At least in later games, the roads will slowly start to be repaired once the funding is increased. I remember SC3K handled it very well--you'd see parts of the roads slowly become rougher and less maintained, and after a while they'd become unusable.
