Any time bro. I always bought PS1 games off PSN as a kid.

Lots of nice features like bilinear filtering, the ability to set disc loading speed to fast (albeit it's glitchy for a few games like MML, not sure if it works for Klonoa off the top of my head), screen resolution adjustments, volume amplification, reassigning buttons to even use analogs in games that don't support it, and virtual memory cards. A bunch of PSN releases also fix backwards compatibility issues.

Pretty much any PS1 game is expensive now. You'll rarely find a good deal. As to why, well, retro tax. Pain in the ass, I know. I'd have quite a few PS1 games if not for this.
