Get a Wii, component cable, and a Sony Trinitron with component inputs. Softmod the Wii and play emulators at native 240p.

I connect my semi dated PC (i5 4460/280x) to a small CRT TV through VGA -> RGB SCART. I set up Retroarch to be able to use superwide resolutions and I haven't found a quick to use frontend that I could also use there that would work with RetroArch (because playlists are shite) so at the moment I use the free version of LaunchBox which it's literally drag and drop, next next next and done for adding ROMs because I don't want to spend the time.

It's pretty neat. PS1 games look 1:1 the same as if I plugged my PS1 with its RGB SCART cable to the TV with the added bonus that I don't need them discs or the hardware anymore.

Hack a Wii.

It outputs composite and component at the same time. You can send one to a capture card and send the other to the TV. There are also hdmi options.

I guess that's what I do, as I use a 49" 4k television as my monitor. It has some visual issues as televisions aren't designed to play PC material but I don't really mind it.
