What made Metal great was Sonic the Movie.
Triple Trouble also had a Metal fight, a piss easy one, after this only on S4EP2 or Generations you fight Metal Sonic(not Madness Monster 30 seconds transformation) on a platformer game again instead of just a race to the end with a silly design

Mecha/Silver had more to show during that classic era and could do more than Metal.
But both are good options, as the designs are.
