If they were submitting to BAFTA for award consideration, then there's a good chance that they would want to make it look as professional as possible, instead of submitting a completely unlabeled cart or one with a sticky label with CONKER scrawled on it, and if near-final art were available, they could certainly print it out and use it. That being said, it could definitely be a late prototype, possibly even the final game or the final game plus debug/test options so the reviewers could skip around or be invincible or whatever.
