Germs Nerawareta Machi is pretty neat but it's really reliant on Japanese and nearly impossible to play if you don't understand. Really wish it would get translated.

The Book Of Watermarks is really nice for a Myst clone. Has nice prerendered graphics.

Artdink also developed the original Aquanaut's Holiday and Tail of the Sun, which are similar to Kaze No Notam.

The PS1 also has LSD: Dream Emulator, Iblard: Laputa No Kaeru Machi and Gaball Screen, which have already been mentioned.

I don't really know of any other "atmospheric exploration" games on the console, though I wish a did. Some of its diving games like Fluid, Dolphin Dream, and b.l.u.e. Legend of Water are similar.

Not retro, but the director of Tail of the Sun went on to do Doshin the Giant for the Gamecube, which is more of a comfy life sim game. In that vein we also have things like Giftpia (also Gamecube), Dig-a-Dig Pukka (PS1), the Love-de-Lic games (PS1/DC), and the Boku No Natsuyasumi series (PS1/2/3).

Artdink was such an underrated developer, though. Every one of their early games was such an interesting idea. Aside from their A-Train sim series, they did an open-world JRPG in Lunatic Dawn, a lunar base management sim in the Tokio games, a super-involving mech combat programming game in Carnage Heart, a construction team management sim (Hanamaru Builder), and tons more. They were really devoted to the idea of making games that weren't just about killing things. I'm glad they're still around in some capacity.
