Are there any other areas in FF1 like the peninsula where extra strong monsters spawn? As in, inconspicuous spots where special monsters spawn if you just happen to wander into them?

Well a lot of RPGs allow you to wander into areas where you're in way over your head. In some, like Dragon Warrior, you'll probably wind up getting slaughtered, and even if you do grind out a few kills, it won't advance you all that much.
IIRC in some Might & Magic games you could snipe high-level monsters from one island to another.

Final Fantasy VII has a few spots with rare enemies, mainly for the purpose of making enemy skills harder to find (like that shell enemy that can only be found on a short stretch of beach).

Basically just another way for Square to sell strategy guides.

Anyway as for leveling spots goes there is the hall of giants in Earth Cave and the best leveling spot in the entire game is fighting EYE over and over again in Ice Cave.
