Why did so many obscure Japanese games only get EU releases, not NA? Did publishers just think the European market was more culturally compatible with Japan, or did it have to do with shipping costs or something?

EU is split into what.... 6 distributors? So when something got a "EU Release", that means it got a release somewhere in:
1. Scandinavia (Bergsala)
2. French speaking region
3. German speaking region
4. Italian penunsala and Greece
5. Portugal and Spain
6. Slavland
