I still wish for a game with original Elevator Action gameplay and level design, but with EA Returns' visuals.

The original game had a certain open-endedness to it, in how you could often choose many different routes, and also how you ended up exploring the buildings entirely. This, along with the minimalistic level design, gave it a really high replay value.

Somehow I don't like the look of most modern 3D games. I don't know what it is, they look a bit cartoony now and they all look kind of the same. generally I also don't like the colour palette most modern video games use.

I still find the programming tricks used in many C64 games and demos fascinating. This isn't just coding close to metal it's beyond that. They used actual hardware bugs like the one trick (VSP - Variable Screen Position) used in this game (that manages scrolling speeds usually impossible for the 8-bit hardware). That was actually news to me, but I'll believe you since the gif sure looks like that's what it's doing.
However you must recognize that in general this does not mean that the palette of a gif is arbitrarily large. It makes a nice effect in the color wheel image you posted because it lays down one section at a time, and the sections are always groups of similar colors (i.e. first it lays down a bunch of orange hues, then a bunch of yellow and green, then a bunch of green and blue, etc.).

In practice most images you might want to represent as a gif aren't broken down in that way, so the 256 color limit remains relevant. For video game gifs in particular, the technique you are showing off would be of limited use. You could use it to show a differently-colored sprite moving in front of a 256 color background I guess, but it wouldn't be any help if you were trying to depict a 512 color background.
