I never played oot when it came out, so I played it for my first time about 6 months ago.
When I got to the water temple I was pretty worried and dreading it because of what I kept hearing online, but when I did it and got to the end I was very confused about why people got so frustrated with it.
It's seriously not that bad and this is from a non-nostalgic opinion and it was played on the N64.

It's hard for a blind run. Of course after having replayed the game many times (and many other sequels similar games over the past 20 years), I don't find it challenging anymore, but my first time on it back in the day was tough.
The dungeon itself is very tricky due to water levels, then there's also Dark Link (I lost many times before I decided to use the megaton. I know there's a way to cheese him with the master sword, I didn't know back then).
And then the boss, which took me a few times. Going back to the beginning of the dungeon is discouraging, and if you don't have the warp magic, even worse.
This temple is one of the most memorable moments in the game, frustrating or not, annoying or not, difficult or not, people always remember this one, and for good reason.
Plus, it's the temple with the best sage.

For me it was Fire Temple, got stuck there for weeks. I stopped playing the game for a while, and that dungeon creeped me out (I had the 1.0 version with muslim chanting music).
It was a pretty dumb thing too, I just had to make a short jump to leap to the edge of a higher platform to enter a door, in that one room with the jailed floor and the fire waves. I tried everything to get up there and in the end it was the most simple thing.
Whenever I replay OOT, Fire Temple is the one that makes me want to rush through it. Water Temple is so comfy, that music.

I personally hate it for a few reasons. One, the electric jellyfish enemies. Two, getting knocked down in those first few rooms. Third, it is basically an escort mission once you "rescue" the bitch. But really, this and the barrel in Sonic 3 are memes. No one I knew growing up had problems with these parts and I never knew they were supposedly so confusing until years later.

Also I played through OoT two or three times and I hardly remember any of it so to me not only was it not confusing, it was generally unremarkable.

Water temple was my first experience with zelda. I went to my older cousin's house and he was in the water temple. It's ground zero and normal for me.

Those people are probably like my mom. It took her over a year to beat OoT because she kept falling into lava in Dodongo's Cavern and got lost in the Water Temple.
