Forget the person who came up with the ruse, what about the person who decided to put that truck there in the first place.

It's a completely unique sprite, not seen anywhere else in the game and not even accessible under normal conditions (without cheating or trading in a Pokemon that already knows Surf, or doing some other kind of trick). It's such a bizarre thing to just have sitting there that it's not surprising it inspired rumors and theories.

And then they even went and put it in the remakes. What is up with this damn truck?

Those "Oak says..." look like straight up bullshit or modern fakes. The Poke Tips simply sound like they were written by someone with at best a very basic knowledge of the game, and perhaps some might have actually been true in earlier iterations of the game - I know that sometimes box screenshots are actually from pre-release versions of the game and don't necessarily match up with the finished product. However, given the large gap of time between the JP release and the US release, I'd imagine that anyone writing a guide would have been using a final game ROM with perhaps unfinished localization as opposed to unfinished gameplay, so who knows.

Weird shit happens, like how the US box for SMB3 shows screenshots that originate from pre-release promotions of the Japanese version, despite the Japanese version releasing more than a year before the US version. Two of the three screenshots do not match up with the final game, Japanese or US, and yet they were apparently available for use and deemed fit to pop on the box. But yes, of course the most likely explanation is that the guy writing it didn't know what he was doing.

I think they just don't really give a fuck about the box. Not retro but one of the screenshots on the back of the twilight princess box had link with a magic meter. Also the cover of the wii port of Okami where you can see the ign watermark

My guess is that it had some kind of use planned originally, but they ran out space or dropped the idea and they didn't remove it from the game like the surf table or the missingno data.
