What is your issue with backgrounds?
Make sure to sketch it along with the characters when planning your drawing. Don't just draw the characters and then try to fit them into a background, it's harder that way.

Have you tried to color the background before the characters? It can be quite discouraging to color a background from scratch when your characters are all nicely colored and ready to go. As in it looks like they are always sticking out from the BG.
Not sure I can help you much with that man, my bad. Just don't give up, keep trying different stuff and you'll make it.

Yeah, it would definitely make for a better file if all in vector shape. I just like photoshop better because by not being that good, I tend to make a lot of mistakes.
But if I ever need it in vector form... Well then I'll deal with that later.
