The definition of a Robot Master isn't very clear, but we do know all stage bosses from MM1-10 are Robot Masters, including those not made by Doctor Wily.

The most common definition is a humanoid robot with a "consciousness" and a special weapon. It isn't really clear wether Mega Man, Protoman, Roll, Bass, X and Zero also count as Robot Masters.

You're probably right. MMX and MM7 came out around the same time. Originally Zero was supposed to be the main character of MMX, but Capcom insisted X look like megaman, so they changed it around. Also Zero was supposed to stay dead I think.

The whole "Dr Wily built him!" stuff was tacked on much later. I'm probably getting my canon and fanon crossed (because really, there isn't much to go by in the official sense) when I say Bass stole the plans for X. The timeframe just fits so I think people roll with it

I don't think robot masters actually have free will. I think they're like Asimov's stories, like, you tell a robot to do something and it'll use complex adaptive intelligence to find the most efficient solution to a problem it's given, but a robot master will never refuse to do something, like a reploid potentially might.

Everything we know about X is completely different from Mega Man. He has a different chassis; not only that but he is made out of different materials. He has a different power system and runs off of a completely different kind of fuel. He has a different AI, and it and his body are inseparable as a unit according to all the technobabble that comes up with his infinite potential later.

X has an original AI that doesn't have Mega Man's memories, that operates in an original way that is exclusively tied to his original body which is original in every measurable facility. The number of mental backflips it would take to contrive that X was ever any element that belonged to Mega Man given the established franchise is more than you need to relate people to Kevin Bacon.
