Punch-Out isn't even a little bit hard until Soda Popinski arrives to fuck up your sense of timing, and even that is an easy fight when you learn the trick to getting stars. A trick I am ashamed to say I never learned until this year

Well, I never had any problem with him and rarely saw Jirai Gumo in attack mode thanks to Flame Cerberus, Flame Swordman and Twin-Headed Thunder Dragon. My initial decks always had things like Kagemusha of Blue Flame, Firegrass, Eletric Snake and Yamatano Dragon Scroll.

Once you know how to time your dash it's okay, until it gets to that part where you have to jump on bricks Arnold throws at you. That's a bit crazy especially because in one of them you have to perform a dash jump to reach the other side while jumping on falling trails.
It's a pretty awesome level, but it should have been one of the last levels, not the 2nd one.

Sonic 2 doesn't even have a dedicated water level. Chemical Plant and Aquatic Ruin have underwater sections (that you can avoid) and that's it.
