I don't think PJ64 or Mupen license to anyone, so if it is emulation it's something proprietary and shitty. It advertises the ability to toggle between a new and original soundtrack, so I think it's likely just a shitty port.

It's weird but there are other reports of it working fine, but also a large number of complaints about frame-rate. Many people even on Steam forums with completely adequate PCs getting 30fps or less. Not to mention how they made it widescreen by simply stretching it with no care given to the results

I like to think that the only reason there isn't more of a backlash against this is because they give you the entire Extreme-g series soundtrack for purchasing. Maybe that's the only reason they cobbled together this port for Steam? So they can give people an inexpensive way to purchase the soundtrack?
