It's based off of how NTSC colors are generated with normal YIQ->RGB conversion and with neutral hue, saturation, etc.

Your TV's results will vary if the manufactuer intentionally emphasized certain colors over others.

It's not photoshopped.
Download the palette file and get an emulator like FCEUX or Mesen that can load custom palettes and you'll play with glorious purple skies.
Of course I also recommend playing in a proper aspect ratio like I do because on old TVs pixels were not square but actually a wider than they were high.
Old blurry CRTs of course also softened the image a lot back in the day so for the most authentic experience I also recommend using a filter like hq3x.
