I mean on snes tales of phantasia and star ocean are probably among the best looking. Tons of little tricks and a lot of use of foreground (could be seen as a detriment in some ways for play-ability though).

You guys are kinda mistaken.
It's not like the FX Chip made 3d polygons possible.
The SNES could do them by its own, but they ran at like 1 fps.
The FX just gave it more power to process them faster.
Doom worked bot because the maps were giant polygons.
YI also had polygons here and there but overall it was more because the game required more power.

So it was entirely possible to have a pure FX 2D game with absolutely no polygons.

To me it's quite literally Treasure Hunter G. The last squaresoft game ever made for the SNES (or super famicom rather), released in 1996. Seems to have a lot of prerendered techniques borrowed from SMRPG and had really cool effects. Also the gameplay is a unique tactical blend.

Clock Tower is the first game that comes to my mind. It really is a game that couldn't have existed earlier in the era due to how experimental and different it was. I'm still amazed that they succeeded in creating something so tense and moody on the SNES.

No, the Polygonizer was System 21. Ace Driver ran on System 22. Believe it or not, System 21 had two 68k CPUs. It used a bunch of Texas Instruments DSPs for doing 3d. It had a bunch of other custom chips as well. I can't seem to find any info on how much it cost when it was initially released, but I'm sure Namco spent a fortune making it. It predates Sega's Model 1.
