What are some games with underwater levels that don't suck ass or are actually... good?

Off the top of my head the only one that comes to mind is Donkey Kong Country.
Possibly Chrono Cross's El Nido Triangle (where you find Starky's ship), but that's only like 2 screens.

Maybe you get the impression they're "Beta-y" because most people don't see them on their first playthrough, until they reach the ending sequence, so it seems as if it's unused enemies... maybe?

Not him, but yeah they look weird to me because even today that level seems weird and exotic. It took me a few years to even deduce that that level existed, and I never figured out how to find the secret exit to the bridge level until the 2000s thanks to the internet

Most of the water levels in Banjo Kazooie/Tooie were meh compared to the rest of the game, but Jolly Roger Lagoon was a great exception
