How would I go about creating false demand for a game that would otherwise go for nothing?

1) Buy up every copy you can.
2) Be/have an e-celeb make a video about it praising the absolute shit out of the game
3) Start selling copies on ebay for outrageous prices, and have a friend or dummy account purchase them all so it appears its legitimately worth that much.

That should be about it, really.

it was Rampart on game boy. Even after he emailed the podcast and told them he did it purely for the sake of driving up the price it still goes for about 20 bucks when it went for under 5 a few years ago.

loved Qix on PS1

I remember in the early 2000s at the mall there was a "game stop" and it had ridiculous prices, even compared to the upstairs store I'd used for a couple years, Babbages. They had Super Mario RPG for over $100 and Chrono Trigger over $70.
Were they really worth that much?
