The PC Engine has a decent number of PC-98 ports, though the OP image is an example of a game that didn't get a PCE port. (The first game did.)

There is no real substitute.
The closest you'll get is an IBM compatible Windows computer but the ports often have butchered audio and graphics.
FM Towns, Sharp x68000 and IBM compatible computers running MS-DOS also have a number of ports but nothing compares to the mother lode.

Neko Project 2 FMgen has been the standard for the past few years.
There have been promising new emulators released in the past months but I believe they're still dealing with some issues.

Some games may also require you to have a DOS system disk. There is supposed to be a BIOS.ROM in the np2 folder, but I don't remember ever having to download one separately.

Game can be tricky to run. Sometimes they don't have the system files or autoexec.bat and you have to boot from another disk and swap there.
There's an effort to provide a uniform format for games that run out of the box but they're only up to H and might take another to complete.

Depends on the game, since D4 Enterprises generally has to update them individually with new, customized emulators. I've had very good experiences even with some of their older releases, though. Otherwise, regular emulators like Neko Project II FMgen work great.
