Not really, very few games used that control scheme and even fewer used them in a fixed camera environment. They're not very good most of the time and the controls were a consistent criticism of the series.

You'll get used to it in time though. RE3 is pretty tough, I recommend trying 1 or 2 as they're a good bit easier.
