PAL-50 will always run at 576i. It literally cannot be 480i. A game can be natively 480i but it will be placed into 576i with borders or scaled into a full sized image.

Dreamcast was the first console to officially support PAL-60. However, N64 supported PAL-60 unofficially (if a 60hz cart was inserted) without hardware modifications. SNES and Saturn support PAL-60 if a switch is fitted. PS1 and Mega Drive support PAL-60 if both a switch and a crystal oscillator are fitted.

If you take all consoles that supported SD output only, there are more games running at sub 60fps. PSX alone had more games than the SNES and Genesis combined.
