For preservation. Sure, some random bootleg probably isn't significant, but I guess the fact that such things exist is part of gaming history. I think a lot of preservationists take the viewpoint of "We can't say what is necessarily significant to the overall history of gaming, so why not backup what we can?"

Folk who grew up with it might want to check that shit they played as kids again for nostalgic purposes.
I'd kill for the ROMs of my old multicarts for Famiclone from 1992, a 30 in 1 and a 64 in 1. I remember most of the games, although there may be a few that I'm forgetting and I'd like to refresh the memory, and I'd even love to see the menues again (which was plain black background) and its sound effects (a sort of "plick" sound every time you selected a different game).

They were talking about it over on Sonic Retro and someone said that if the guy who owned this ever dumped it the community who owns a lot of precious things would "never forgive him" and proceed to never release anything just to punish the rest of the world. For all we know, the guy he got the board from might have sold it to him with the condition that he not release it.
