It does have some cool tracks from Leftfield and what not, but the soundtrack is made of pre-existing productions, and the music that was made for Wipeout exclusively is alright but not top level.

GitS still has the upper hand since all the tracks produced for it were made by pros and also made exclusively for the games.

Actually the only track by Ishino is the title track (the opening theme, which also plays in the pre-final stage), although Ishino is the overall producer and director of the soundtrack, it's more like a V.A. collaboration with different producers, The Vertical is by Joey Beltram, but yeah it's also good, not my favorite though.

Rollcage has a lot of drum funk and funky drum & bass.
Rollcage Stage II has a darker sound of drum & bass, and uses songs from Moving Shadow label (which also appears in GTA2).

The PC versions of these games, as with Wipeout, uses an entirely new yet unlicensed soundtrack. Wipeout unlicensed soundtracks (sequel too) was composed by Tim Wright aka Cold Storage of Psygnosis fame, and Rollcage Stage II was done by MKL. Yes the same MKL from Wipeout 3, so you will hear a familiar track in Rollcage Stage II on PC. MKL's soundtrack is actually really weird, in terms of style it's all over the place.
