I've noticed a lot of the early PS1 games I come across have choppy FMVs, with sound going out and bits of video being dropped for no reason. Is this disc rot in action or did they just suck at putting video on discs back then?

Gen 5 cd drives don't last forever. Most PS1/Saturn systems are dying out of the box at this point. PS1 was actually really good at playing FMV since it had a built-in mpeg4 decoder.

Not mpeg4, it used MJPEG, motion jpeg.

I'm playing on PS2 though. Most FMVs work fine, I just played Tomba with no issues. It is just the ancient longbox PS1 games that this happens with.
