What are some RPGs, like Earthbound, where the NPCs are actually interesting to talk to?

Grandia and Lunar. The NPCs will always comment on some grand event (like killing a boss or rescuing someone). Even stuff that happens very far away reaches their ears, and you can go back and talk to them to listen to their opinion. It gets a little annoying towards the ending, and they don't give you any stuff, just words.

Panzer dragoon saga probably has the most interesting npcs in an rpg I've seen.

I like the way it works in games like Ultima or even simpler in Phantasy Star (1 at least have yet to play the others) where crucial information is dispersed by different NPC's and you piece together what to do next from that.

The translators for DQVII on PS1 also went out of their way to give the monsters a lot more personality.

Always thought MOTHER 3 should be the standard when it comes to NPC dialogue, as most of the characters really seem to have their own lives, they may change dialogue after a minor event or two, and many of them seem to have a sense of progression in the games.

Dragon Quest, some times. There's a guy in the first town in 2 that pisses on his own feet because you surprise him.

Breath of Fire 2 is also pretty good silly dialogue.

While there's plenty of interesting NPC's, each with their own little personality that makes them stand out, be it in past or present the best ones are in Estard.
