It depends on what you're looking for. Myself, I like using RetroArch with the Mednafen plugin, or Mednafen itself through the Mednaffe frontend.

Easisest to set up and get working, has some game specific/hardware bugs that will never be fixed. Native resolution only

Best plugin performance and the best at higher resolutions. Not updated too often and is starting to age.

Game specific performance issues despite being regularly updated. Has some awesome new program features (memcard options, game specific configs) Runs most games OK

>Retroarch/mednefen/beetle
IMO the best where it counts. Regular updates, great performance/compatibility has all the features mentioned above and then some.

CONS- Each game should be configured from a menu of about 30 options. Once you find the right combination of settings it will run like butter. Some games have Trouble at higher resolutions hence the configuration

Mednafen runs like anus if you crank the resolution up, though. Unless you have a monster rig or you're fine with playing at native res, stick with PCSXR-PGXP/EPSXE

Mednafen because it's the most accurate. Its only flaw is that it runs A LOT slower than other emulators, but unless you have a toaster, that shouldn't be a problem at native res (and increasing internal res is not something you want to do for 2D games anyway)
