So all this time I thought Pacman was a yellow head from an alternate reality munching on dots in a futuristic electronic city while being chased by ghosts.

Turns out that Pacman is just some punk kid who likes to sneak into an old castle to eat the cookies of some guys who wear multicolored blankets over their heads (turns out they have feet and aren't simply flying ghosts)

The story of this boxart is that apparently the artist was given a VERY brief description that basically "blue guy has a gun" and was then told he only has a few hours to make a cover. In this case the artist was more just fucked over by capcom then probably being a actually bad artist
