It had some creepy stuff but I mostly remember the cheerful side of it in my memory. Some levels were indeed weird or unsettling though.

the endless stairs just teleport you back over and over as you go up them to make them seem endless (but done convincingly). if you skid on each step enough you see "ghost" skid marks in front of you because you went backwards

'cept for the paintings, star-doors and whatnot, the textures generally had a very "default" feel to them. It's pretty odd how sophisticated the gameplay is (save camera mechanics maybe) for such an obviously early-3D effort

I thought the ghosts in the quiet courtyard area were a little spooky as a kid and that big boo's haunt had a slightly unsettling sound to it, but that's about it, there wasn't much about the game I'd say is creepy in a way that's not meant to be except maybe the Fish dude's untextured mouth.

Not him but I imagine he is saying that they don't have much unique character or style to them - they have the appearance of things that would come as default textures packaged with modeling software as opposed to textures painted specifically for Mario 64.
