Critics, but the most objective measure IMO is how the games are remembered several years later after the release. But it's not perfect too.

If we judge everything by sales alone, the highest quality games there are FIFA and Madden. Even if you disregard sports, you will still wind up with a list of massively overhyped games.

Personal taste trumps all. Sales numbers and critics just indicate overall trends. They're only good for judging what's popular in aggregate.

OP here. Have you looked at the charts over at the page? You rarely see a sports game in first place and when one is there, it doesn't stay for long. Games like Anno 1602, Starcraft and Settlers 2 (I see a bias for RTS here) stay for ages.

Germans gravitated towards more comfty games, for 1996 and 1997 that would be Settlers 2, in 1998 it was Anno 1602 and in 1999 RCT. In 2000 was split between The Sims, Diablo 2 and Red Alert 2, so it seems at that time the scheme of comfty games was over, with a little fallback to Commandos 2 in 2001.
