I don't think MGS1 is overrated, but I think MG2 and GB are better games. MGS1 has better presentation, but its gameplay is pretty lacking. MG2 and GB do a much better job exploring their game mechanics than MGS1 does. MGS1 is too concerned with novelty action sequences.
