AM2 without question. Sega's video game dominance was first earned with spectacular arcade releases. AM2 had their hands on the all the best of them.

It's the cherry on top that the last commercially successful title they released was Shenmue. A rough game, but years ahead of its time in terms of game design (think about all the walking simulators/monotonous games that emulate working for a living we have now)

The game was so far overbudget, they acknowledged this. I believe the quote was that every Dreamcast owner would need to buy 4 copies of Shenmue for it to make a profit.

Shenmue was another example of the crazy risks Sega was willing to take. It's a shame developers lost that adventurous spirit.

but seriously, look up the games AM2 has worked on, and pretty much ALL of the absolutely famous not-Sonic Sega games are from them, and they had the most consistently high quality output of the lot

Excluding AM2, I love AM3 the most. Crazy Taxi, Virtual On, Sega Rally are pretty much some of my favorite games of all time.
