No, OP. Retro is anything having been released during and before 2000 and that's to say the first 5 generations. Anything from after the turn of the century is not retro.

However, the Dreamcast is the only exception to the rule and it's got nothing to do with internet connection like >>3340931 tried to get across (nor arcade influences or video output bullshit).
Certain systems from back in the day could connect to the internet via add-ons, anyone here remember Sega's online service for the Mega Drive/Genesis? No? Then do your research.

Furthermore, that "guide" completely ignores games of non-arcade influences like Legend of Zelda, Ultima and the entire over-the-top-view RPG genre, the entire survival horror genre and any game designed around static camera angles in an otherwise 3D environment, point n' click adventure games, text-based RPGs, Rogue-likes, the entire strategy game genre, so on and so forth, all of which still hold thousands of distinctly retro games.

Objectively the Dreamcast is not retro because it is still part of the 6th gen era. Period.
