As for the TTC upwarp glitch, I doubt it will be found anytime soon. It's not Pannenkoek's top priority anymore, and, considering there's a $1000 bounty, the other experienced SM64 TASers have probably also tried and failed to recreate the glitch. I give it at least one more year, though I'd bet it won't get found until after 2020. Bear in mind, it took almost twenty years to collect the impossible coin, and that exploited a much simpler glitch.

the scuttlebugs have a "center" point that they can only get within a certain distance of before they stop chasing mario and walk back to it, however when mario gets hit it resets the center point to scuttlebug's current position, this is the only way he can move the scuttlebug far away from its spawn position

the other glitch he uses (scuttlebug raising) involves the sight radius the scuttlebugs have, when mario walks within a certain distance of a scuttlebug it starts walking towards him and does a little jump thing. by walking in and out of the bounds of this radius several times, he can cause the scuttlebug to keep jumping over and over again without falling which causes it to go very far up in the air. what he does in most of those videos is cause them to go really high up above where he wants them, then waits for them to fall down so he can boost upwards off a bunch of them as a "ladder" of sorts

Scuttlebug raising is explained in the now infamous Watch for Rolling Rocks video, which you can see here: https://www.youtube.com/watch?v=kpk2tdsPh0A As >>3312008 explained, Mario first moves the Scuttlebug by updating its "home". The Scuttlebug's home can only be updated when the Scuttlebug makes contact with Mario, hence why he keeps taking damage. Then comes the actual raising, which is a bit more complicated, but really only consists of four steps:

1. getting the Scuttlebug to initiate a lunge towards Mario by entering the Scuttlebug's activation radius from another room (note: the Scuttlebug cannot actually lunge unless the room the Scuttlebug is in is activated)

2. leaving the Scuttlebug's activation radius so that the Scuttlebug turns away from Mario and towards its "home" (note: the lunge has not yet been performed)

3. entering the activation radius of the room the Scuttlebug is in (but not the Scuttlebug's activation radius) so that the Scuttlebug lunges without turning to face Mario

4. exiting the room's activation radius when the Scuttlebug is at the peak of its jump

Then just rinse and repeat, getting the Scuttlebug to keep turning back towards his home so that his net lateral movement is zero. It's complicated; I'd recommend watching the above video for a better explanation with visuals
