Saturn came out in Japan before 32x did. They were paranoid about launching their system after the competition like during the 8 bit era, and so with playstation coming out the door sooner than expected things needed to get done in a hurry.

Developers and management don't go hand in hand. Sega of Japan had great developers but horrible management. SoA may have put out some shovelware but they were very successful in marketing.

They were only successful because of the Sega Genesis bundle with Sonic 1. The aggressive marketing was always really seen as tasteless, that's not what made the Genesis popular in USA, it was Sonic and the fact the Genesis had real good games and it was more affordable than the SNES in general, if only a little bit. Marketing alone doesn't make miracles if your product isn't good.

I'm no marketing or management expert, but if the reason was simply the good games, why was the Mega Drive unable to compete in Japan? Especially considering Sega arcade games have always been reasonably successful there.

Mega Drive wasn't a total failure in Japan, it was just a more niche console.
Different demographics, etc, but the MD still had more presence in Japan than the SMS in USA.

The reason for Genesis being successful in the west (not just USA) was the games, Sonic being a huge factor, and the price.
In Japan it also had to compete with PC Engine, something that barely existed in the west.

The greatest thing Sega of America produced was this masterpiece. Vectorman is pretty close, though.

Everything else can suck a fat bag of shit, and a big fuck you to both Sega of America and Sega of Japan for euthanizing Eternal Champions 3. Were it not for abysmal marketing of shovelware (X-Perts and Chicago Syndicate), Mortal Kombat would've had a serious challenger.

That was forced on them by SOJ.

Also SOJ partially to blame. They kept shooting down any ideas the dev team had, told the dev team to rewrite the game, didn't give them a complete engine, etc.

Saturn was dead from the start because of the early launch, and he wasn't allowed to do fuck all about it since SOJ did not let him. Genesis got a shit ton of good local games, Saturn was not allowed to have any other than Bug.
