NTCS is video standard and 60hz is household current standard in USA.
These are two things that have no link between them.

The original NTSC 60Hz version is 100bpm.
For PAL they slow the video down (this is more ps2 era) but I think in nes era they adjust the calculations...so they slow down the calculations to 50Hz
....50 / 60 === 0,833333333. That means the pal version processes information 16.6666667 % slower. They have to make the music that amount faster to accomodate. Then I guess they can't make the music go exactly that amount faster so the music is processed 20% faster which is 120bpm.

NTSC may be better for video games, but PAL is better for everything else. Better colors, higher line count, and 50Hz was fine for TV and movies that are filmed in 24Hz anyway.
