My Dreamcast was randomly resetting all the time, and would only read discs half the time.

After opening the console up (one of the easiest consoles I've had the pleasure of opening by the way) and adjusting the laser it's worked perfectly fine since.

Metropolis Street Racer is the best racing game on the system, bar none. San Francisco Rush 2049 is a fun arcade multiplayer racing game, the best port you can buy. Both are also cheap online.

for platforming sanic adventure 1 is fine, jet set radio is a must and rayman 2

One of my favorite game series of all time (VOOT being my favorite) but the controls on Dreamcast are hot garbage. What a terrible introduction to a great series. Even playing the Saturn original with the Saturn Pad is better, despite being 30FPS. I doubt OP is going to shell out for a Twin Stick controller so I'd say get the 360 port instead.

Also Speed Devils, one of my favourite racers of all time, great single player mode and fun races with great crazy tracks.

Trust me, I've had my Dreamcast for years and used burnt cds on it and nothing bad has happened. If he likes Nintendo, you could get him some compilation discs with SNES games or rom hacks on them. As for non-homebrew games..

I bought a DC back when I was 13 years old and honestly like 90% of the games were fun, but I've always been into arcade style games.

So I'd say almost all of them. There are some shitty ones here and there, just look up some scores if you're unsure before downloading an ISO.
