I vote for pic-related. It game out in 1997, and could pass for a PS1 2D title in certain areas. It had a beautiful hand-drawn style to the game.

Capcom even got a port of Street Fighter Alpha 2 on the Super Nintendo released in late 1996.

However, I still think that the PS1 MM games look better than their Super Nintendo stuff, especially Mega Man 8.

Well, that statement makes no sense whatsoever. All NTSC SNES games are 256x224 except RPM Racing, which is 512x448. Some RPGs utilise the pseudo hi res mode which is 512x224 but usually only for menus or some shit.
PAL games get an additional 16px of height so they're 256x240.
Super Metroid doesn't utilise any of the special modes.

At any given moment, the SNES uses 16 palettes (8 for BG, 8 for FG) with 16 colors each. As early as the first level, Kirby's Dream Land 3 uses 8x8 BG tiles that use palettes not listed in any palette entry.

SD3 has the better artstyle but ToP beats it in terms of tech and details like water reflections, dynamic shadows, extensive use of shadows in general, etc.

It's also relying on considerable amounts of add-on hardware (largely because, well, the SNES is not designed for what Starfox tried). So it's as much a SNES game as a Sega 32X game is a Genesis game. In a showcase it would be the kind of game you'd shamefully hide in the small print, instead of boasting about it

Yoshi's Story is using a Super FX chip. There's very little telling in how much it uses or doesn't use the SNES because of that
