The actual illustrations are probably by Yoichi Kotabe. But the designs probably came from a bunch of different people involved in the various games. That's how it usually works, anyway.

While I don't think it was ever overtly labeled canon it's about the closest you'll get for the era. I don't think Nintendo ever released an 'official' artwork of armorless Samus until Fusion. She obviously had spritework, but no reference picture/s seems to exist.

That's honestly been the whole point of Fusion/ZM/OM, in the idea of it's trying to pin down just who Samus 'is' under the armor; it's just that Nintendo's answer seems to drive a lot of motherfuckers into paroxysms of rage.
