Obviously the first party games are worth consideration as well as Konami, Capcom, and Treasure.

A game that isn't mentioned frequently (except in maybe unlicensed threads) is Shui Hu Feng Yun Zhuan (pic). You'll most likely need a flashcart for this one though.

Another one I dig is the Power Rangers Movie game. It's a brawler in the vein of Streets of Rage.

Toaplan has a great lineup for spaceship shooters like Fire Shark, Truxton, and Hellfire.

Seriously, get Rocket Knight Adventures, easily my favorite video game from that generation.

If you want a great RPG play Shadowrun. It has some fun run and guns as well like Contra Hard Corps, Mega Turrican, Gunstar Heroes, and Alien Soldier.

The Road Rash trilogy are some awesome racing games with melee combat.

The Genesis has plenty of fun Shoot 'em Ups as well like Wings of Wor, Bio-Hazard Battle, Thunder Force III and IV, Elemental Master, and Eliminate Down.

Pirates of Dark Water's an underrated gem. Varied locations, plenty of story, the ability to switch characters in the middle of a stage, and that fucking awesome stage where you can find the other half of Ren's sword.
Effectively ends the series.
Avoid the SNES version, though, as it's just a generic beat 'em up. Entirely different game.

Emulate or get a flashcart, have all the games you want, never pay collectard prices again.

The 32X can read 32X roms from a normal Genesis flashcart, hell, the Powerbase Converter is literally just a passthrough, so if you put Master System roms on a Genesis flashcart, those should play too, without needing the PBC or Master system carts.

The Sega CD has no copy protection, so provided you have a PC with an internet connection and CD burner, a stack of burnable CDs should let you play any Sega CD game you ever wanted.

A flashcart is a one time cost of roughly 100 buckaroos depending on brands and where you look, they can fit hundreds of roms, so you can easily acquire and play games that would cost maybe 100-300 each due to rarity, as well as several dozen common games that would go for 10 to 70 each.

If you haven't played them on the SNES, True Lies and Stargate are movie license games that are surprisingly good (especially given their routinely garbage publisher), once you learn the controls and the gameplay, they're really fun and intense (though fairly hard).

They're mostly the same as on the SNES, except with different sound, and different palette, obviously also controls (use a 6B controller for these).

There's a damn cool FPS game called Zero Tolerance, it's a corridor shooter like Wolfenstein 3D, except WAY more advanced and flashy. A ridiculous amount of ambition and attention to detail went into a game of this type, on this system, if you have an appreciation for old games on a technical level, it'll wow you here and there.

Shining Force is a fantastic classic, a tactical turn-based RPG, very easy to get into and very fun, gets fairly challenging at times.

Quackshot and Castlevania: Bloodlines was cool, as is Caliber .50

Looking at the 32X, it was a dumb flop at the time, but looking objectively at some of the individual games (and there honestly weren't many), detaching them from the idea of the addon itself, there's a few worth looking at.
There's Space Harrier (I haven't played this port, but you know the original is good, this can't be worse), there's a port of Doom which actually isn't TOO shabby if you turn off the music, and put on your own, (I suggest Black Sabbath, Metallica and Slayer), I'd say it's comparable to the Jaguar port in terms of gameplay.
There's also a port of After Burner which I'm told is arcade perfect, there's Cosmic Carnage, which is an interesting an unusual fighting game, alien convicts are stuck on a space ship and are fighting for the only remaining escape pod, before the ship explodes.
I never played Blackthorne much, but if you liked the original I don't think you'd hate this one.
I was never huge on Mortal Kombat, but there's a port of MK2 on it, which I don't know if it's any good.

Here's a few uncommon Genesis recommendations, if you like your RPGs:

Buck Rodgers: Countdown to Doomsday - squad-based, turn-based tactical RPG with space combat, a decent plot and D&D rules in an SF setting

Star Control - predecessor to the legendary SC2. Fun 2 player asteroids-style competetive shooter with a mildly diverting strategy mode.

Starflight: AFAIK the Genesis has the best version of this space exploration/combat/RPG which is best described as a 2D Elite with a fucking awesome storyline, magic 80s synth soundtrack, diplomacy, trading, shooting and best of all MINING

Consider a flash cart, it's the same experience (it's the exact same data, the console just reads the rom the flashcart presents it with), if you plan on getting many games, it will save you a LOT of time, space and money.

For maybe 5 games, it probably won't be worth it, but at around 20, it would already pay for itself.

Stellar Assault (aka Shadow Squadron) is a great game for the 32X. Something about blowing apart giant ships piece by piece satisfies my autistic streak.
