Not quite. Higher speeds can produce too much disc wobble, causing the data to be written inaccurately. You should always verify that the data was written correctly with strict CRC comparisons. Some games are very strict about even a few bytes being out of place, especially those with CDDA audio.

If your drive can't write accurately at any speed it is rated for then it is defective.

If your CD writer is modern (say newer than 2005 or so) writing at lower speeds might actually make it write more inaccurately. I usually write at 48x for Mega CD and Playstation games, but I always make sure to verify the disc data afterwards. No write errors so far.
